Wednesday, October 20, 2010 at 6:15 a.m. ROLANDO — Residents for years have complained about noise, blight and crime emanating from a corner of Billman Street and College Avenue about two miles south of San Diego State University in Rolando Park. On one website, a nearby resident posted videos, photographs and letters written by his neighbors — all part of an effort to capture the attention of Councilwoman Marti Emerald, who represents the area. The site’s proprietor, who asked that his name not be used because he has been threatened, documents in detail the trash, graffiti, fights, reckless driving, drug use, robberies, burglaries, gunfire and other crimes in the area.
