All solicitors must have a valid solicitor’s license issued by the City to conduct business in La Mesa. It must be in the solicitor’s possession when conducting business and must be presented when asked to do so.

 

The Municipal Code states that solicitors shall not operate between 8:00 p.m. and 9:00 a.m. except by prior appointment. It is also stated that solicitors must adhere to clearly posted “No peddlers or solicitors” signs. Feel free to report companies that ignore “No Solicitor” signs to the Business License Officer at City Hall during regular business hours. Violations are dealt with on a case by case basis. Ask to see a valid solicitor’s license if you intend to conduct business with a solicitor. Issuance of a license from the City is not an endorsement of the company. It is always safer to do business with companies you are familiar with and to initiate interactions with a company when services or products are desired. Fully vet a company before engaging in any business arrangement.

 

If a solicitor does not have a license you can report them to the Police Department, call 619-667-1400. See the attached Suspect Information Worksheet to learn what details will assist officers in locating or identifying a suspicious person or vehicle. Please inform the dispatchers if you have witnessed any other suspicious activity by that person when you call.

 

For incidents in progress that threaten life or property, dial 9-1-1. For example, if you see someone unfamiliar removing items from a residence, hopping over a fence, or prying open windows or doors, dial 9-1-1. For suspicious activity, dial the 24 hour non-emergency line 619-667-1400. For example, if someone is wandering up and down a street with seemingly no purpose, peering into windows of cars or houses, or over fences, call the non-emergency line. Although walking down the street is not inherently suspicious, the additional behavioral details may indicate the person is looking for a vehicle or home to burglarize. When contacting the Department using either number, be sure to answer all the dispatcher’s questions.


Be suspicious of persons that claim they are solicitors but don’t have any sales materials, or a license, or the reason they knocked on you door doesn’t make sense. Call the Police Department at 619-667-1400 to report their suspicious behavior. If you are not expecting visitors, do not feel pressured to open the door. Do yell through the door to let them know you are not interested and at the same time you will be telling them that someone is home. Only interact with strangers to the level at which you are comfortable.
